Foreign-related legal talents are an important guarantee for international exchanges and cooperation in various fields, providing indispensable talent support for safeguarding national interests, strengthening national power, and enhancing the national image. With the continuous development of the global economy and the deepening of international exchanges in recent years, China's participation in international economic and trade and international affairs has continued to deepen, and the demand for foreign-related legal talents has also increased significantly. It is urgent to cultivate a group of foreign-related legal professionals. Currently, the cultivation of foreign-related legal talents has entered the fast lane of development, with increasingly diversified cultivation methods and broad prospects.
Foreign-related legal talents refer to professional individuals with relevant knowledge and skills in international legal affairs, international cooperation, and the field of foreign-related rule of law. They are familiar with international legal rules and the framework of international organizations and are capable of handling international cooperation, cross-border business activities, and foreign-related legal affairs. Such talents should possess various capabilities and qualities. Firstly, they should master a systematic knowledge of law, have a solid theoretical foundation of law and strong legal analysis capabilities, be able to identify, assess, and respond to legal risks, and promote the resolution of disputes. Secondly, they should have expertise in relevant fields such as international law, be familiar with international legal principles, treaties, conventions, and other knowledge and theories, and have the ability to handle foreign-related practices. In terms of language tools, foreign-related legal talents should possess strong foreign language listening, speaking, reading, and writing capabilities, being able to read, understand, and handle foreign legal documents. More importantly, this type of talent should have an international perspective, be able to adapt to a multicultural environment and the context of international communication, have strong cross-cultural communication and international cooperation capabilities. It should also be emphasized that foreign-related legal talents should have the country and the people in their hearts. By participating in the handling of foreign-related legal affairs, they safeguard the legitimate rights and interests of Chinese citizens and enterprises, firmly defend national interests, and through equal dialogue and close cooperation, promote fairer and more just global governance rules, and strive to build a community with a shared future for mankind to address global challenges.
In recent years, the cultivation of foreign-related legal talents has received high attention from the government and universities, and their educational models and teaching methods have undergone certain reforms and innovations. In terms of the educational model, some high-level universities have increasingly emphasized international exchanges and cooperation. First, they jointly carry out overseas degree programs with foreign high-level universities, establish Sino-foreign cooperative undergraduate and postgraduate programs, etc.; second, they establish international exchange and internship projects, carry out academic exchange activities, and invite domestic and foreign authoritative international law experts to the university to offer courses or special lectures; third, they encourage and guide students to apply for overseas study. At the same time, relevant universities have continuously strengthened inter-university and inter-departmental cooperation. For example, law schools and colleges have collaborated with colleges or comprehensive universities in characteristic fields such as foreign languages, finance, management, economics and trade to establish dual degrees or minor degrees to cultivate compound foreign-related legal talents. In addition, universities are also gradually increasing the number of specialized courses related to foreign-related law, continuously enriching and refining the curriculum setting, and striving to achieve full English or semi-English teaching of more courses to improve the professionalization level of the cultivation of foreign-related legal talents.
On the other hand, teaching methods are becoming increasingly diverse. First, the teaching of core courses on campus is becoming more systematic. Undergraduate law students, while taking basic courses such as civil law and criminal law, also need to study foreign-related legal courses such as public international law, private international law, and international economic law; students majoring in international law need to comprehensively take specialized compulsory courses in subdivided fields such as international trade law, international investment law, international financial law, and maritime law, as well as specialized elective courses such as international commercial law and international intellectual property law. In the teaching process, teachers pay more attention to teaching the operation system and case law model of Anglo-American law as the prevailing rules of international justice, and guide students to conduct comparative analysis of Chinese and foreign legal systems to achieve integration. Second, the importance of practical courses is gradually highlighted. Some universities have already opened "legal clinics" for foreign-related matters, and have carried out course cooperation with foreign-related law firms, multinational enterprises, government foreign affairs departments, and international institutions, inviting practical experts to the university to teach the practical operation and experience skills of foreign-related legal practices, such as the general process and typical cases in evidence disclosure, cross-examination, and expert testimony in Anglo-American law litigation practice. In addition, in recent years, many universities have organized students to participate in various types and different levels of mock teaching and competitions such as international law mock court competitions and international commercial arbitration mock arbitration court debates, allowing students to obtain opportunities for professional guidance and practical training, and enabling their abilities, thinking, and qualities to be rapidly improved. In addition, some universities have also organized students to participate in foreign-related internships, research, or study tours in overseas enterprises and international organizations to expand their international horizons and enhance their foreign-related legal skills.
There is no doubt that in today's era background, foreign-related legal talents have ushered in significant development opportunities, with diversified development directions and broad employment prospects. They will show their talents in national foreign exchanges and international economic and trade cooperation with a rapidly increasing number of talents, more refined professional divisions, and rapidly improved capabilities and levels.
Firstly, handling international administrative affairs. The foreign affairs, business, and other departments of the Chinese government, as well as the legal departments of international organizations and institutions, need a group of talents with high political literacy, strong legal capabilities, and excellent comprehensive qualities to participate in legal work in fields such as foreign affairs and diplomacy, international human rights protection, environmental protection, protection of women and children's rights, civil and criminal justice, etc., to safeguard national interests and maintain world order.
Secondly, resolving foreign-related disputes. Foreign-related law firms and international legal service institutions are the gathering places of foreign-related legal talents. These institutions' personnel are familiar with international legal rules and foreign-related legal practices, have solid legal skills and adaptability, and provide commercial negotiation, arbitration, litigation, and other legal services for the overseas businesses of Chinese commercial entities.
Thirdly, maintaining and safeguarding the operation and legal protection of foreign trade. Multinational companies need a group of in-house counsels, legal affairs, and management personnel who are familiar with industry knowledge and proficient in industry legal affairs to participate in corporate compliance, protection of intellectual property and trade secrets, negotiation and litigation of disputes, etc., and act as the "gatekeepers" of the legal rights and interests of Chinese commercial entities in the international business arena. Fourthly, teaching and research work in the field of international law. Universities and research institutions also need a group of teaching and research personnel in the fields of international law, comparative law, and international trade negotiation, etc., to promote the theoretical innovation and practical development of foreign-related rule of law through in-depth research on international legal theories and systems. In general, foreign-related legal talents have broad development space and bright prospects, and will make new and greater contributions to promoting the establishment of a healthy, stable, and orderly foreign-related rule of law environment in China and advancing the process of international rule of law.
